Is it luck, the technicians? that make a website using pop in I'm Feeling Lucky Google search?

If you hit the button I feel lucky with Google, a search site is very good, but hit the search button on Google using the same questions you get thousands of hits. My question is, what makes a site different or better than everyone else? Is it a thing technacal information or thing, or is it just luck? I used a pair of 'everyday' things like affiliate links, the button 'Lucky', 1 site, the search button and Training-60,400,000 dog 1 page button while Lucky 37,900.00 with the search button, just for my own FYI I typed in "pink cows" -1 page with the button of luck, 1,840,000 with the search button. Thank you.
