San Antonio, Texas, site of wedding.?

Ok so my sis is getting married next Sunday. June 4. Yeah I know eh short term. Nothing scheduled so we have reservations with the minister. She has a budget of no more than $ 500 and the minister has already had 85 of the same. We were thinking of marriage on the island by the Paseo del Rio, but for 30 minutes which costs $ 200 and that doesn't include anything. So someone could give ideas on where we could hold the wedding. Oh, it will be the bride, groom, parents of the bride and my husband and me. Very small intimate wedding.
