Can anyone tell me the easiest way to implement a good and informative site?

I'd love to have a site that will allow buyers to compare offers in one place. Perhaps a membership site adds to the places that really have the best deals? Does this make sense? Lol .. I hope that research and provide a place that is not only simple but honest and the best sales deals … … prices … ETC ….? I just do not "know how or where can someone please start this help?
